Low internet penetration

A web survey assumes reading and typing skills, and thus excludes the illiterate. Literacy rates vary per country. The program also plans to tackle this illiteracy problem. In the early stages of the program, only countries with high literacy rates are included. In a later phase countries with larger illiterate populations come in view. Three solutions will be devised to overcome the illiteracy obstacle:

1. a series of face-to-face or telephone interviews of illiterates by skilled interviewers
2. a script-based spoken questionnaire for telephone interviews, auditive solutions for the website and the web survey
3. cooperation with educational projects, for example literacy projects or the spread of cheap laptops
